Josie Taber
Metropolitan Water District of Salt Lake & Sandy
Josie Taber joined Metropolitan Water District of Salt Lake & Sandy in 2012 as a Lab Technician. She was later promoted to Chemist and then to Lab Supervisor where she oversees the water quality monitoring program. Last year, she established Metro Water’s Sustainability Committee to encourage a culture of responsible stewardship among employees.
Josie graduated from Southern Utah University with a BA in Literature and a BS in Biology. She later graduated with a MS in Public Health from the University of Utah with an emphasis on environmental public health.
Josie has been involved with the Intermountain Section AWWA since 2014; she was the Secretary to the Executive Board from 2014-2016, helped launch the library program for the Public Relations Committee, and currently chairs the Publications Committee. She graduated from the Leadership Forum in 2020 and received the Outstanding Service Award for the Section in 2024. Her involvement in this organization has been truly valuable, and she looks forward to continuing to serve the Section.
In her free time, Josie is pursuing a master gardener certification from Utah State University and she volunteers on Draper City’s Tree Committee. She enjoys dragging her two kids and husband around the state to go bird watching and making them pause their video games to come and look at cool bugs in the garden. She considers these activities to be reparations for attending countless basketball and soccer games over the years.
Michelle Barry
Salt Lake City Public Utilities
Doctor Michelle Barry is the Water Treatment Plant (WTP) Program Manager for Salt Lake City Public Utilities. She is responsible for the capital projects at the City’s three WTPs, including the ongoing $150M Treatment Plant Upgrades at the City Creek WTP. Michelle joined SLC Public Utilities 10 years ago, primarily to support the construction of a nearly entirely new Water Reclamation Facility (WRF). Michelle was the project manager over the Engineer on this $850M construction project that is scheduled for completion this year. Dr. Barry managed key elements of project success, including public engagement, operator involvement and education, sustainable design and practices using the Envision framework, alternative delivery, asset management database development, and partnering. Michelle has been a member of AWWA for more than 20 years and recently completed the Mark Stanley AWWA Leadership training program. Michelle has served on the IMS AWWA Public Relations & Education Committee for the last two years and is eager for the opportunity to be more involved in the success of our local section. Michelle spends her free time dabbling in art classes, watching crime shows, and attempting to mother her 16 year old son.
Christina Osborn
JUB Engineers Inc.
Christina Osborn, PE, is a Project Manager with J-U-B Engineers in Salt Lake City, where she has spent nearly 20 years helping communities plan, design, and construct drinking water, wastewater, and water reuse projects. Throughout her career, she has been committed to building resilient water infrastructure and supporting the professionals who make these systems possible.
Prior to joining J-U-B, Christina served as a Peace Corps Volunteer in the Dominican Republic, where she worked with local communities to develop drinking water systems, improve sanitation, and promote public health through hygiene education.
A licensed Professional Engineer in Utah, Christina holds civil and environmental engineering degrees from Seattle University and the University of Colorado Boulder. She is a passionate advocate for professional development, leadership, and inclusion within the water industry. She founded Women of Water, a networking and mentorship initiative that has helped strengthen connections among water professionals across the region.
An active member of the AWWA Intermountain Section and WEF/WEAU, Christina is dedicated to advancing the Section’s mission, supporting members at every stage of their careers, and helping develop the next generation of water leaders. She would be honored to serve as Second Trustee and contribute to the continued success of the Intermountain Section.
